James Addison Baker III ( Houston (Texas) , April 28 1930 ) is an American diplomat and politician from the Republican Party . He has served as Chief of Staff of the White House (1981-1985 and 1992-1993), as Minister of Finance (1985-1988) and as Minister of Foreign Affairs (1989-1992).

Baker graduated rights at the Princeton University and the University of Texas at Austin , interim he served as an officer in the United States Marine Corps , U.S. Marine Corps . In 1957 his PhD , he then went to 1975 to work as a lawyer.

Originally he belonged to the Democratic Party but which he later exchanged for the Republican. In 1970 he led the unsuccessfulcampaign of George HW Bush for the U.S. Senate .

In 1975 he was Minister of Commerce under Republican President Gerald Ford . He also led in 1976 his unsuccessful campaign. In 1978 he lost the battle for himself minister of Justice of the State of Texas .
